In forwarding this petition and the

Superintendent's minute I would remark that there is no doubt

the summer months here are very trying to the Sisters.

Miss Barrow practically broke down in health and had to go on leave this summer before the termination of her first six years, Miss Richards is very much run down in health and is scarcely fit to do her duty, her six years terminate in

December next.

It must be remembered that the Sisters are on

a different footing to the other members of the service in that Government pays their passage home and back when they go on leave

With reference to

1 and 2.

The only agreement the Sisters are under is to refund their passage out if they leave within three years.

They are in the first instance appointed for 5 years (temporary establishment) and if their service at the termination of this period has been found to be satisfactory they are placed on the permanent establishment.

If they are granted long leave after three years' service it will mean an increase in the staff, at present there are sixteen sisters, with long leave after three years' service this would mean five away at a time; with the present staff only two can conveniently have long leave at the same time therefore three more sisters would be required.

All allowances were stopped when the Ster- -ling Salary Scheme was introduced.

An exception was made in the case of the European Wardmasters, Sir Matthew Nathan putting them on the same footing as the European Police and Prison Warders in this respect.

The four Sisters at present on dollar pay receive $7 a month as an allowance for fuel and light, so that if this request be granted the others should be put on a similar

allowance
